Finnish Meteorological Institute: Towards climate-proof urban planning guide

The aim of this action was to develop guidelines that integrate sustainable urban planning from the viewpoints of climate change mitigation and adaptation. The work was carried out by the Finnish Meteorological Institute and the Finnish Environment Institute between 1/2019 and 10/2024.

The work of the sub-project was divided into four actions

  1. Collecting and linking R&D relevant results to urban policy practice
  2. Organization of planning and design charrettes and policy interaction workshops
  3. Development of guidelines: spatial planning and urban design
  4. Dissemination of guidelines

The guidelines were compiled into a guide

  • carry out weather and climate risk assessments
  • move toward sustainable climate-proof spatial planning and urban design, and
  • plan for sustainable urban economic development.

The ‘Towards climate-proof urban planning’ guide was prepared to support climate-proof land use planning, zoning, and construction. It brings together research information, tools, and examples of solutions for climate-proofing urban planning, land-use, zoning, and construction. The guide is based on multi-criteria and interactive planning, and it has been developed in cooperation with experts in the field and with urban residents.

The guide is meant for various stakeholders operating in connection with urban planning, such as planners, designers, developers, as well as municipal and urban residents and decision-makers.
